Q45MPLS and Segment RoutingMultiple answers
Refer to the exhibit. Tier 1 ISP A acquired several Tier 2 ISPs to expand its customer base and deliver broader regional coverage. ISP A plans to deploy MPLS services in the access layer, scaling to 100,000 devices in a single packet network with service recovery of up to 50 ms. The network architect chose separate, independent IGP and LDP domains and LSP interconnection based on RFC 3107. Which two actions must the network engineer take to satisfy these requirements? (Choose two.)

BGP PIC is for fast recovery on backup links (route).. core only has 2 routers.. can you explain?
RFC 3107 also has nothing to do with fast recovery.. can you also explain your answer?

Questions like this are why ExamTopics exists. PIC core is not on the SPCOR blueprint. It's on the CCIE-SP blueprint. This question is out of scope for the SPCOR according to Cisco, but I saw it on my failed exam attempt yesterday.

Not sure if the question has anything to do with PIC core though.. PIC core is about failure.. but u are right.. Cisco is notorious for throwing stuff off center with badly worded questions and vague MCQ's that have no relevance to real world scenarios..
... but, hey ho.. they run the shop

PIC core is one of the answers because the question asks for "service recovery up to 50 ms". So you need to know that PIC core is used to improve the convergence time.

RFC 3107 is Inter-AS Option C. A and C are the answers for this solution.

For 50ms failover, BGP PIC is required (BFD too, but it is not mentioned.)

RFC 3107 is actually BGP-LU, which is an important part of Seamless mpls. It may or may not involve VPNv4. PIC is needed for fast 50 ms convergence. I would go with AE.

This question is about MPLS Lite, also known as Unified MPLS, and for that these two options need to be done.

To get e-2-e LSP from R1 to R4 with BGP-LU (RFC-3107) and separate IGP domains. A is needed to advertise the Loopbacks of all PE's, and BGP-PIC Core is required to make R2 and R3 have an LFA in the FIB for sub-50ms convergence.
