Traversal server and RMS. Nothing else is needed. (Unless the calls needs Interworking, but that is not the case in this question).

A, C 2
Selected Answer: AC • Rich Media Sessions: Sets the number of non-Unified Communications calls allowed on the Expressway (or Expressway cluster) at any one time. See the Call Types and Licensing section for more information. • Traversal Server: Lets the Expressway function as a firewall traversal server. https://www.cisco.com/c/en/us/td/docs/voice_ip_comm/expressway/admin_guide/X14-0/exwy_b_cisco-expressway-administrator-guide/exwy_m_managing-licensing.html

Shouldn't E be device registration?

In the answer you have "Device Provisioning" not "Device Registration", so no this is NOT the correct answer. The question asks what you need for B2B. No matter where the device is registered you need Traversal Server and RMS

Room system and desktop system registration licenses: These licenses are required for every device that registers to Cisco Expressway-C. Devices that consume a registration license will not consume a Rich Media license when they are in a call with any other Cisco registered device, Cisco Infrastructure product (for example, Cisco Meeting Server), or calls in the Cisco Collaboration Cloud.
