I think this is C. Local-AS and no-export will both handle limiting the advertisements to the local as, but the default action reject will stop all advertisements for the other 71 servers.
• local-as : Routes in this community are not advertised outside the local AS.
• no-advertise : Attach the NO_ADVERTISE community to routes. Routes in this community are not advertised to other BGP peers.
• no-export : Attach the NO_EXPORT community to routes. Routes in this community are not advertised outside the local AS or outside a BGP confederation boundary. To configure multiple BGP communities in a single list, include multiple community options, specifying one community in each option.

for me it's C, no-export filter advertises to external peers. no-advertise filter advertises internal and external peers.

B is definitely wrong....
The local AS community is a well known BGP community and can be used for BGP confederations. It’s basically the same as the no export community but this one works for within the sub-AS of a confederation. Prefixes that are tagged are only advertised to other neighbors in the same sub-AS, not to other sub-AS’es or eBGP routers

B is wrong because it would not let the other 71 go through because of the default action reject. C is correct. Seriously, why are all the answers that examtopics select wrong? You have to go into the discussion on every single question to get the correct input.
