See my comment below, the actual fix isn't stated but I go with D as (partly) disabling CoPP with A seems like a bad idea

Indeed, the question is to solve the ACTUAL problem. Answer D is just to redo the entire thing. It should say, "allowing snmp to use more bandwith, or higher cir for snmp traffic" that could be a clear indication....A fixes it, maybe D fixes it in a fancier way, but the proof snmp is dropped less quickly is not actually stated.
