Look exhibit R4 has NO routes because EIGRP is NOT being redistributed. We want to redistribute 172.16.2.48
Look at the R4 static route with a tag of 200.
A = Correct
B would be correct if 172.16.2.48 was an external route on R2 as well as R4. This way it has no tag and gets redistributed.
C is for redistributing from ospf not from EIGRP
D is for redistributing from IS-IS not EIGRP

Actually, the EIGRP external route is tagged with a tag of 200. See the route-map of R4 in the exhibit. Correct answer is A
