we need to change bandwidth on both sides - it uses the lowest bandwidth. And variance will cause traffic balancing, which is not what we want.

I mean we can still do balancing by setting bandwidths, but only if feasability condition is met. Notice the words: " based on the speeds provided by the service provider". We need to change the bandwidth to match the speeds provided by the ISP

Probably because u only need to manipulate the metric of the Cape town to tokyo and then to dubai, so assume that tokyo and dubai still works with their default metrics
