C is right Decommissioning is done when a chassis is physically present and connected, but you want to temporarily remove it from the Cisco UCS Manager configuration. Since a decommissioned chassis is expected to be recommissioned later, Cisco UCS Manager keeps part of the chassis' information for future use

If you are swapping IDs between chassis, you first have to decommission both chassis, then wait for the chassis decommission FSM to finish before moving on with the renumbering steps.
