A DHCP Release message is sent by a DHCP client to release its IP address.
It is never sent by the DHCP server.
The DHCP server can assign the freed IP address to another DHCP client.

As the comments have said, dumb choices. This is clearly a packet FROM the CLIENT going TO the DHCP SERVER.
But it still has to be D. The 5th line from the bottom says it is a release. So, per the wording of the actual question...this 'indicates' the DHCP server releases the IP address from the client.
