idle (Admin) means the BGP session is in a shutdown state, and it needs to go no shut.

Sorry, It is 'idle' because it can't even start doing anything, so removing the shutdown command will let it begin to try to work = Active.

Not Quite...
- Idle = no work to do as I already know everything. (good)
- Active = panic, because I’m lost and need to find out more information. (bad)
So right now BGP is happy - shutting it down will make it unhappy, and Active.
